Project Portfolio Manager

Position’s responsibilities

  • Coordinates a research and innovation project intake, evaluation, and prioritization.
  • Engages key stakeholders to evaluate proposed and ongoing projects based on strategic alignment, value, risk, effort, and cost.
  • Aligns the project prioritization with the strategic research and innovation strategy and annual plan objectives.
  • Works with key stakeholders and budget managers to assess and track financial impact of all project work.
  • Develops and maintains project governance tools, templates, guidelines, procedures and processes.
  • Directs the creation and maintenance of the required project portfolio documentation and artifacts.
  • Provides formal training and support related to project and portfolio management.
  • Works with project teams to oversee the full range of the project life cycle (initiate, plan, execute, close).
  • Ensure the oversight and coordination of dependencies across the projects in the portfolio, and resolve or escalate conflicts.
  • Supports effective delivery of the largest and most strategically important projects including scope, schedule, cost, risk, resources, and quality.
  • Establishes, maintains, and provides portfolio management reporting using appropriate KPI metrics.
  • Conducts quarterly reviews with senior business and research stakeholders, Project Steering Committee and other relevant bodies to assess and validate the project portfolio, reprioritize and execute changes to meet business and research needs.

 

Position’s requirements

  • Master’s degree in computer science, information technology or related field.
  • Additional master’s degree in business administration or relevant highly desired and advantageous.
  • PMI PMP/ACP, PRINCE2 Practitioner or other equivalent program/project management certification by internationally recognized methodologies and institutions.
  • At least 7 years of successful experience in preparation, planning, delivery, and implementation of complex ICT programs/projects in classic waterflow and/or agile methodologies.
  • Creative problem-solving skills to analyze and solve complex problems and reporting issues.
  • Excellent interpersonal skills and ability to build strong working relationships with a wide variety of stakeholders, including internal and external colleagues, students and external stakeholders.
  • A clear communicator with diverse groups, including adults and young people.

Responsibilities

  • Plans and manages research and related projects and activities in the relevant scientific field;
  • Provides leadership in the development of knowledge and competencies of the Institute in the relevant scientific field;
  • Demonstrates authoritative influence in the field of science and pioneering in the development of scientific programs and applied innovations;
  • Engages with policy-makers, media organizations, and the public to raise awareness of the impact of disinformation and provide evidence-based recommendations for addressing the issue.
  • Cooperates closely with European organisations, international projects, and the European Commission on research, media literacy, and regulatory activities aimed at countering disinformation on a pan-European level
  • Participates actively and jointly with the Business Development Department and other leads of research groups in planning and implementing a business plan for revenues from public and corporate sources for research and development;
  • Initiates and together with the Expert, human resources management, actively participates in the selection and attraction of researchers in the relevant scientific field;

Skills, Experience and Qualifications

  • Higher education in the field of Information and Communication Technologies, Computer Science, Statistics, Software Engineering, or related field. Higher education in the field of journalism, media and communications is also acceptable.
  • PhD Degree in computer science, computational linguistics, natural language processing, political science, journalism, or another technological or philological area.
  • Fluent English language. Knowledge of another language is an advantage;
  • At least 7 years of professional experience;
  • At least 5 years professional experience in the relevant scientific field; for this post the experience in research on disinformation is particularly valuable.
  • Strategic and managerial competency: Planning, organization and management of research activities; create interest and stimulate the empathy and creativity of researchers; identifies and applies new research methods and innovative technological solutions;
  • Candidates with a proven research track record and publications in the area of Natural Language Processing (NLP) will be given priority when considered for this post;

Responsibilities

  • Organize and coordinate the day-to-day responsibilities of the Institute Director;

In 2023-2028 GATE Institute will be building the ERA Chair on Data Spaces for Cultural Heritage (Project 101087249 — DISPATCHES — funded by HORIZON-WIDERA-2022-TALENTS-01). This project is putting the foundations of the very first on a global scale academic department which will provide research underpinning the deployment of data space for cultural heritage. This work is done under the guidance of the ERA Chair, Prof. Seamus Ross and the department aims by the beginning of year 2 to have at least 4 researchers of different level of experience supported by a technologist, and 5 PhD students.

Role

The Research Group Lead will be instrumental in providing international-level leadership, developing the academic staff, contributing to securing the sustainability of the ERA Chair, and managing the day-to-day activities of the research group. Contribution to the supervision of PhD students and teaching Master’s level courses. This position will be based at the GATE Institute in Sofia, Bulgaria.

  • Participates in the planning and delivery of professional education programmes; and,
  • Coordinates the participation and reporting of the results of the researchers’ activity from the respective scientific field in projects of the Institute with external partners.

Skills, Experience and Qualifications

  • Higher education in the field of Information and Communication Technologies, Computer Science, Applied mathematics, Statistics, Software Engineering or related field
  • PhD Degree in Information and Communication Technology, Computer Science, Applied mathematics, Statistics, Software Engineering or related field;
  • Fluent in English language. Knowledge of another European language would be an advantage;
  • While proficiency in Bulgarian language is preferred, a demonstrated strong commitment to learning Bulgarian within the two first years from being appointed may be an acceptable alternative;
  • At least 7 years of professional experience in digital cultural heritage is particularly valuable;
  • Academic record at the level of Associate Professor or a Professor;
  • A strong track record in building successful partnerships with memory and cultural heritage institutions, including libraries, archives, museums, and so forth.
  • Track record of senior expert commitment to e-Infrastructures on national and European levels;
  • University-level curriculum design and/or development experience, including experience in quality assurance processes and delivery of high-quality teaching;
  • Strategic and managerial competency: planning, organization and management of research activities; create interest and stimulate the empathy and creativity of researchers; identifies and applies new research methods and innovative technological solutions;
  • Analytical competency: Data management, including clearing, filtering, anonymizing, aggregating, linking, data integration; Structuring data from different sources and building relational and non-relational data warehouses; Building data models based on standards, ontologies and taxonomies; Skills for developing scripts and application programming interfaces needed to transform data between different warehouses and formats;
  • Result orientation: Ability to present the results in the relevant scientific field to the academic community, the public sector, industry and the public; Publication of scientific results in international scientific conferences and journals with high impact factor; Application of the research activity’s results for solving socially significant and applied problems;
  • Communication skills and teamwork: problem solving in a dynamic environment; highly developed skills for working with virtual and international research teams.

Data Engineer

 

Responsibilities:

  • Structures, parses, integrates, and manages large sets of structured and unstructured data, imports heterogeneous data from different data sources into different types of databases (relational, document-based, graph databases, etc.);
  • Harmonizes data structures and nomenclatures;
  • Develop data mining processes and application programming interfaces (static, dynamic and real-time);
  • Continuously improve the data collection and structuring process;
  • Ensures effective data management including metadata description, creation of data dictionaries and semantic models;
  • Ensures data quality by selecting appropriate processing tools (normalization, anonymization, cleansing, etc.);
  • Prepares publications with research results;
  • Follows the latest technological trends in the field;
  • Engages in appropriate training and professional development opportunities.

Requirements:

  • Bachelor or Master’s degree in Information Technology – Computer Science, Information Technology, Applied Mathematics, Engineering or related technical field;
  • Experience in data modeling and administration of databases of different types (relational, document-based, graph databases);
  • Experience applying data cleansing and transformation approaches with ETL tools;
  • Knowledge of languages such as RDFS/OWL ontologies, RDF shapes, RDBMS DML, XSD, JSON Schema, etc.
  • Programming skills with programming or scripting languages such as Java, Scala, Python, Perl, etc. is an asset;
  • Good communication and presentation skills, ability to prioritize tasks and work on a multiplicity of activities, motivation to discover new approaches and ways to create value and deliver results in AI, teamwork skills;
  • Analytical and solution-oriented thinking;
  • English – excellent level of proficiency.
